Some quest items will scale with your level, a few don't. Umbras sword is one that doesn't scale depending on your level, i.e you won't get given a more powerful one if youre higher level.

It'll just naturally do more damage as your stats go up

It's literally just ordinary Ebony Armor with the word "Umbra" on it.
Even if you get the (barely) crippled version of Umbra Armor which is the statistical equivalent of Orcish, by the time you're level 15, you should already have a full set of Daedric or actual Ebony armor.

Thats two different things

When people talk about "levelled weapons" in Oblivion, it's because there's literally different versions of the same weapon in the game with different stats, and your level decides which one you get given when you obtain it.

What you're referring to is weapons naturally scaling as your stats go up which is different. There's only one version of umbra, theres no higher levelled version that some other quest items have

its based on your blade skill & strength stats , but essentially it doesn't matter what level you are when you get Umbra - you get given the same weapon. If you get it very early it might only have about 12 attack damage but will scale up as your stats increase

Shit was scary.
