Is there a point in getting a 1070 over a 1060 if I don't have and won't be getting a 4K TV/Monitor? Is there a point in even going past a 1050 TI?

Unless you're planning on upscaling resolution or holding onto the card for a couple of cycles then no. Generally, just buy at whatever resolution you plan on actually playing at.

Wait until Nvidia releases their next Titan refresh and then snatch up a 1080 or 1080ti on the used market for 1060 and 1070 prices.
