The aliens are luring humans into gene therapy clinics to harvest their DNA and create human-alien hybrid soldiers. They are also using that DNA to create the perfect human for the aliens' dying leaders to posess as their new bodies. After this, the aliens would whipe out humanity. The skulls making up the alien face is symbolic of that.
