Look at the player numbers. Valve games tend to bring in the largest player base. Sure they don't want to rock the boat, but Steam's reputation is already internationally in the garbage at this point. That Australian judge should have brought other powers in to investigate them. The whole CSGO skin trading economy alone would bring in an investigation for any other company.
