No, Jenova literally just wanted to kill. Hojo at least wanted to use her power for the good of mankind. Obviously he fucked up and then pretty much stopped giving a shit, but even without Sephiroth I don't think a lot would change. Sephiroth post-Nibleheim was just a fake anyway, it was all Jenova. Jenova is destruction on a cosmic scale, Hojo is just a small time instigator.
