Mikami decided that they couldn't keep having Resident Evil games set in 1998 or it'd be a fucking period piece. He also decided it wouldn't make any sense to have Umbrella starting bio-war around the planet and not show it. So RE4 put forward the contrivance that Umbrella 'appeared' to have gone out of business by having the US strong arm it and presumably justify it with evidence the military forces we saw deployed to Raccoon gathered.

Krauser, Ada, and Wesker all hint at this being a front, and the time being right to those corporations hidden holdings make a play, and were all still factors against one another even.

Everything would've been alright to pick up from after Leon starred in the first modern game in 7 years if the name of the game going forward wasn't sucking Wesker's cock.
