Because crossover stories always end up dumb, unless they make a new universe where said cross over characters already live.
For example take Marvel Vs Capcom Infinite. The script for the demo was fucking horrendous along with the character model designs.

Huh, that's interesting. P4DAN's story mode is pretty fun if you don't take it too seriously. I enjoyed it as a nice, low stakes adventure to send off the P4 crew before P5. I hope the replacement they have planned is gonna be good, otherwise I'd be pretty dissapointed.

Hopefully they keep this up with the rest of P5's spinoffs. The Arena games were slightly better about being insanely fucking stupid, but they still have to come up with really contrived ways to put heroes against one another and the character writing is really shitty. I guess a P5 vs 3, 4, or both would work a little better because the phantom thieves are sort of criminals, but not really.
