I mean, he could be telling the truth. If you don't make movement universal and passive(e.g. Titanfall) or tie it to a finite resource(e.g. rocket jumping in TF2 et al. using ammunition and health) and instead tie it to manual abilities with cooldowns you'll end up with a slow game.
I have no idea how Lawbreakers works, but if it fits into that paradigm it could be the killing issue.

Nah, the one good thing they're doing is grandfathering in people who buy it now to always get everything for free going forward. I don't doubt they'll jew their way around it somehow eventually, but you should be covered. Enjoy it now in its first few weeks, I have a feeling once the initial burst of players die down you're going to see long queue times from the diminished player base that only drive more and more people away.
