The Japanese term for all the androids, both the entirely mechanical ones, the mostly-robotic ones like Android 20 and the cyborgs like 17 and 18 is "Jinzo Ningen" which literally means "artificial human." "Android" is the best translation of that. By our definitions they're closer to cyborgs but in the DB universe they're all under that same umbrella
