No. Looks like without hitting the right click harrier will lose 1v1's, she will be slow in zero g, and her recharger appears to be much less useful than previously indicated.

Wraith will still be the dominant force. He has more mobility, more burst damage, and only 25 less health.

Wraith needs either less mobility (double jump cooldown) or less health (275)

In organized high-level play, absolutely. Enforcers being able to always keep their boosts on when fighting and hitting their shots are going to chew through anything.

In normal matchmaking play, however, Wraith has the mobility and burst and health to essentially run in circles around the map bursting targets down and escaping.
