I'm not that clued in on proper War Archery. However if I was to make an assumption on why it's fine is in every RPG (correct me if I'm wrong) you never really take part in a proper battle with Longbowman firing mass volleys, of which they need to be fucking strong to pull off the range.

While is most RPG combat it's close range enough not to need to full pull to get battlefield tier range.

Thing is though you can get around this issue by giving the chick a crossbow. It is better and easier to use.

Not, it really could have not. And it's hardly "most" ancient cultures.
It's actually mostly just Artemis (and her cultural reflections - Diana/Devana and the like). While there is quite a few other hunting-associated dieties, they are mostly associated with nature itself, or with certain activities related to hunt that DON'T involve physical strenght (like the Inuite goddess Arnakuagsak, who was associated with hunt and feminity because of nets - which were traditionally woven by women).
Actually associating women with physical act of hunting, and with wearing a bow, is really damn rare, it's more-or-less this one image from Greek mythology that just happened to be really popular.

Also, it really does not take that much brainpower to figure out why in fantasy genre, women have been associated with bows. Outside of the aesthetical trope of Artemis, there is even bigger, simpler reason that ANYONE with less than half a brain should be able to figure out.
