The only time emulation could ever be considered illegal is if it's using proprietary code, which is why PCSX2 cannot provide you a BIOS file to operate, but if you provide the BIOS from your own PS2 that you legally purchased, nothing illegal is happening. There's no laws that say it's illegal to create your own software completely independently to run programs. If the programs you run happen to be video games, you're only prevented from providing software that does not belong to you. That's it. If an emulator is 100% original code, it's legal.
