It's not true, you can have video games and movies with swastikas in them, they will just fall under review and take longer to get rated. Game publishers don't want this so they just avoid the hassle entirely. Same reason nintendo censors a bunch of the shit they publish outside of Japan, they just want the game rated as quickly as possible and no speedbumps with a foreign review board.

It depends on a lot. It depends on if keys are region specific or if the download is region.
