Japan isn't a massively diverse society. It wouldn't make sense to criticize Japanese devs for not appealing to diverse American demographics when they're primarily making games for their their domestic audience, which is incredibly homogenous.

By contrast, Western developers ARE making games for huge, diverse populations, and by restricting representation to a single demographic they're not only potentially limiting sales, but also making a statement that they don't consider one group of people or another worth representing.

Personally I think there's a justifiable excuse for games like The Witcher to not include a racially diverse cast, but if an American dev pumps out a game with a modern or futuristic setting populated solely by white dudes then that's a pretty big statement that they're making by omission.
