Yes. I'm replaying Kazooie and started a brand new save and areas like Sharkfood Island were already active and I could go in and get all the eggs and the Ice Key. I have no idea if it's due to the fact that I had already 100%ed the game on the 360 years ago and am playing on the same profile.
