Let's say what you said becomes true and internet becomes safe space without encryption (because Amber Rudd said "real people" don't need encryption and Australia's prime minister says laws of mathematics don't apply in Australia) and with VPN/end-to-end communications heavily regulated, and there will be no piracy because "cyber police" would take it down quicker than Chinese web censors.

Do you know what will happen?
We would get entirely separate networks from main grid. With separate internet. It will be crude and small at first, but it will grow over time to span over the world. It will be hard to find and take down.

Terrorists? Oh they would start using cipher instead of encryption to communicate. Changing cipher is as easy as passing a USB stick or piece of paper around, so communication would happen over open channels like regular internet (whatsup and feacebook) and SMS. No fucking security agency would be able to find out about the cipher used because a)this would require total infiltration of the terrorist's ecosystem which we know is insanely expensive and not 100% effective due to lone wolves and small hermetic groups and b) communications between terrorists would look identical to any other legitimate conversation.

Pirates? Yes, they will till exist and will still do their stuff. No software is 100% bug free no matter what. If they are unable to distribute pirated content over regular net then they will use other channels.
