My vote for best fighting game leitmotif (at least as far as the Street Fighter series goes) is Sakura's theme:

I like how, just through music, this theme accurately captures the struggle of wanting to be a normal high school girl while also wanting to be a great fighter.

I don't even play as Sakura, but her theme is just so good that it makes me want to pick her up.

To be honest, I thought most of the remixes of character themes in SF4 were pretty good. That is, except for how they butchered Guile's theme. Can't forgive that.
