Chiaotzu fucking sucks and anyone that thinks he has a genuine chance of actually getting included as a standalone fighter is kidding themselves. After his initial introduction he has absolutely no relevance, other than to get his ass kicked/die so that Tenshinhan gets angry, and even then they stop using him at all after the Saiyan saga. Tien is an obvious pick, he has a LOT of special and unique moves.
His assist move can be the Kikoho which would hurt his life but with a good team building you could use Kuririn to regen his blue life with senzu assist.
Also, the game is clearly oriented with Resurrection 'F' in mind so they could give him a lot of great kung fu moves for his normal.

From what we've seen so far, yes. Seems like characters start in their most "iconic" form. Goku, Trunks and Vegeta start in Super Saiyan and Gohan is Super Saiyan 2.

The only person who can transform mid gameplay right now is Freeza, who goes Golden Freeza. So it's possible that they'll add more since there's a precedent, you never know.

Bulmafags can't be more delusional. One thing is deviating from the source material and make up moves, which they'll probably do at this point since the characters with lots of stuff to grab from the manga/anime are already confirmed, but you'll never get a character that has never fought and isn't more than wasn't more than a glorified support character for more than half the story.

There is 3 things about the roster when you make a fighting game like this one:
1. You pick the obvious characters
2. Then, you choose interesting characters because they are really different in term of moveset
3. Be creative with unexpected characters

We are currently at the 1st step, 9 obvious characters.
Arcsys is known for their creativity, that's why I think we would actually have characters like Bulma in the game.

The contestants in 21st and 22nd world tournament look like they'd make a fantastic roster to a fighting game. I don't think characters who are canonically weaker are going to be completely useless, they might just be focused on finesse and technique rather than being power or rushdown characters. Krillin doesn't have much reach and can't hit hard, but Destructo Disc is powerful and is a confirmed unblockable.
