You can destroy the russians ammuntion deposits and they will use their guns more sparingly.

What difficulty? Blow up supply stacks and watch the fun of them starving and not having any ammo. MGS3 is a magical game. And like with all MGS games do the codec as many times as you can.

The tranq gun makes the game easy because you can silently put any enemy to sleep at a range, making low-kill stealth runs trivially easy. It worked better in MGS2 because of the enclosed areas so that stealth was still difficult, but but combined with the open areas, free camera of MGS3 it makes the challenge of pulling off a low-kill run completely mundane and unrewarding. If you had played the previous games you would understand how easy MGS3 really is in comparison. Shit like tranqing bosses and moving targets is seriously nothing.

Best advice I could probably give is to be creative and don't lean too hard on your tranq gun. Don't be afraid to go lethal either if it'll result in some laughs. Throw venomous animals at people. Sit in a cardboard box in the middle of the woods to lure a guard into the claymore mine you planted in front of you. There's a good chance you can get some decent work done with just about any item in the game.
