Why are there no modern military shooters with good writing and a focus on characters? Other FPS games have done it.

Try the single player from the first new Medal of Honor from EA. I remember it being pretty good, one of the last levels you basically hold out in the mountains as your squad dies one by one, it has a pretty climatic ending.
