I never owned PS so my first MGS was 2 when I borrowed it from a friend, and later when I got to play MGS1 it surprised me that you're actually forced to kill a lot of people since there's no tranq gun in the game. Why would people care that some rogue element killed a bunch of soldiers when Snake himself canonically has to kill dozens of gene soldiers

You aren't forced to kill anyone until meeting Meryl, but if memory serves you can knock those guards out and they disappear. But the thing to take away is as Snake says:
