If the Siege operators understood the mechanics of the world they lived in and knew that no matter what head protection you have, any shot to the head (or ear muff on your helmet if you're blitz) instantly killed you, they would all shave their heads and not wear helmets like Pulse.

because siege was never ment to be popular, you could clearly tell they just launched it half finished when the game released. Most of ubisofts budget for the first year went in to trying to salvage the division instead of fixing siege, and now that they are fixing it with health i wish they had never touched it.

That would put so many operators at a disadvantage if their headshots were not instakills. Stealth Operators would suffer the most from that change. Plus it would absolutely make peeking around the corner overpowered.
