How often the servers update the game simulation. CSGO is 64Hz, which means regardless of your framerate, the servers update the information internally 64 times a second. Splatoon only updates 12.5 times a second. This is what leads to people perceiving missing shots that should have hit, or shooting enemies around corners. Sadly it's a factor of it being on a console like Switch. Nintendo had to worry about people using free McDonald's wifi with their Switch. They didn't want as many connection errors so they settled on a low tickrate instead of a higher one.

A gamepad allows for analog movement in the sense of being able to carefully adjust your movement speed, but in literally every game you only want two speeds ever: as fast as possible and as fast as silently possible, which is easily achieved by holding down a walk-key.

Also, the idea that you'd need more than four directions is wrong, since you can rotate your coordinate system with the mouse and move in any direction easily. For actual combat it's unnecessary to be able to move diagonally too, since all you'll ever want is get as fast as possible fowards or back, or get as fast as possible to the side to evade an attack.
