I think it actually went by type effectiveness. It didn't matter if the move was actually an attack or not though, if it was a super effective type, it was going to be spammed.

I only used charmander / chameleon / charizard exclusively the entire game. I would never level any other pokemon and only use him the entire game. This continued even to the elite four where I beat the whole crew using exclusively one pokemon.
