Because being evasive is always better than being tanky.
If you evade an attack, you completely negate that attack whether if you tank an attack you still take damage, and being evasive is entirely skill based while being tanky requires stats investment

That said, Speed-based anything needs some combination of power, accuracy and range to be effective, and an even better combination beats that. Not to mention Speed builds tend to be fragile.
League of Legend's mobility creep is an especially painful reminder. They keep having to add more speedboosts to their old "fast" characters just so they can keep up.
