I am not even that sure the quantities are that limited. It doesn't seem like it's an issue in most regions outside of America.

I kind of suspect that amiibos at this point, are suffering from artificial demand created by scalpers. Not artificial scarcity or any such crap.
It's like the scalpers are simply buying all the copies themselves. So stock starts to run out. Which makes the market look appealing towards other scalpers. But in the end it's mostly just scalpers that have bought the stock. And then they lead the second hand market since regular people want them too.

Well the original japanese does say that it's a separate difficulty called FUSION. It's not the same as Hard Mode, which is actually shown to exist in the E3 gameplay footage.
