I don't know Mega Man is a different kind of game than Mario.

It's like the bosses and weapons are much more integral. The eight stages and bosses are designed to interact in ways, you collect weapons to exploit boss weaknesses and reach areas you couldn't reach before when revisiting stages with new weapons.

It just doesn't really work as well for individual stage challenges the way Mario Maker does.
