Mad Max is alright, it's kinda Ubisofty in the sense that there;s a lot of repetitive actions to unlock stuff but the car combat is fun and the customization is really nice.

The crew if you're desperate as fuck for a game similar to TDU.

Burnout Paradise is good, but not great. It's not a particularly spectacular open-world game either. You can drive across the city in about a minute and you'll be covering the same roads multiple times an hour.

Have you tried Arma? The map will of course be empty, but driving around in first person was really nice when I started the game, the map is huge and everything is pretty
You could try the RPG multiplayer mod, there are huge servers with 100 people, so there's more life

Also this, install a mod that unlock everything and cruise through the wasteland, although the driving is kinda shit, the map is very interesting and you can drive for literally hours
