I think I prefer skeletons to be basically non-sentient and just controlled by something stronger. Warhammer for example has most skeletons controlled by an necromancer.

It's possible to do both. I ;ve always wated to do a vadiation on a necromancer who wears beight, vibrant colors styled after the Day of the Dead celebration and have him preach the joys of both life and death, and all his skeletal minion buddies could paint themselves in similar colors and just generally be jolly guys and make bone puns every 20 seconds.

well A is that depending on what you're fighting, having a lack of meaty vits can be insanely advantageous (I.e. spear or bow users), and B, the more creative games out there let necromancers make something called Bone horros, which are basically just conglomerates of leftover bones that are noted for being covered in sharp ends thanks to all the snapped ends protruding out and generally being hard to fight considering their anatomy can be fucking all over the place and therefore hard to read. Also Skeletons are clearly more spooky.
