It's not just a hearing aid, but can be used as one if you're hard of hearing or if you're not used to speaking the language.
Even if it's because you don't understand the language, it still is an audio setting because it relates directly to what you hear. That's why it's always an audio option in movies.

Display should be a submenu under video, it should have an icon that indicates it's measuring the length v. width. (sort of a triangle/rectangle, or a set of two arrows pointing in opposite diagonal directions that form a rectangle)
"Video" has a basic and advanced mode.
Game is mostly a Useless function, it ideally should be the default page of "Options", It should have stuff like gameplay difficulty, rumble-on/off, "Autoaim"/similar features on/off.
I debate whether or not audio should be on the front page of "Options" as well, I mean sometimes I really just want to turn the music down in a game.
