Legends characters are slowly being brought back at at least 80%+ the same as in Legends (Thrawn being most prominent).
Very little was changed about how the Rebellion and Empire work from Legends to new canon. Rebellion is literally 50% or more Imperial traitors that switched sides. Everyone in the Empire is too self-centered to care about the whole of the Empire, so that leads to it's downfall within a year of Endor happening.

Judging by Battlefield 1, DICE can't do/doesn't have the spine for any real moral relativism in a campaign.

Instead they'll push out something that's "passable" with perhaps an inventive (if entirely overrated and slightly annoying) first 10 minutes, so the reviewers at the preview booth get easily impressed.
