I thought like this too at first, but I found it's more effective to do a few help wanted requests and give everyone a gift for their birthday the first year. If you talk to people at low hearts, they'll just say the same thing to you every day any way. It costs nothing in game, but it takes time in real life. In a way, you're just min-maxing relationships. Better to talk to people after you've already established a bit of a rapport and they can actually tell you useful things like other people's taste in gifts.
