To a certain degree. There is a reason we have an expression "out of place". What looks cool in one country/city/culture will look weird in another.
Dressing like a ninja cosplayer will earn you weird looks pretty much everywhere.
If you want actual "tech", look for functionality, not style. Outdoors brands like North Face or Patagonia are not exactly what you think when you hear "techwear", but they do incorporate technical materials.
ACR and shit like that is just expensive designer clothing that uses tech materials as a gimmick.
