When you develop for a fixed platform (or semi-fixed with regular/pro dichotomy), you can optimized better. PC games have to work with a wide array of CPUs/GPUs and such are less optimized. But PC hardware in most decent gaming rigs are a generation or two ahead of consoles so it still looks 15-20% better.

Genuine question cause I don't really understand how PC parts affect each other and so on.
I can easily understand the principle of how a game being developed and optimized for a closed hardware like a console can run and look better than the same game made for a wide range of combinations due to all the variables involved, but then why it is that my "$500 console killer" pc build can indeed play games better at higher resolutions and settings compared to the same games on console?

Most modern games don't bother with LoD/Objects in the distance when you zoom in on them. GTA5 probably cheating there by the zoom physically moving the game camera with it so it knows what to work with in range.

Clean textures in general age well. Unlike titles such as RE4 or Silent Hill 2 which went for dirtier/grittier textures which disallowed them to tile them as easily as Max Payne did there without repeating patterns showing in the intentional imperfections.

not really, the environments are still solid looking despite being over a decade old and they're also re-doing props and shit where applicable. Even the lighting they're tweaking as well.

Of course it's all down to personal discretion and you may just want to stick with the classic textures which is cool; I'll give it the final release a playthrough and hold judgement till then but so far it does look very faithful and accurate.

I like megatextures in theory, but you can't just bank on it alone due to filesize required. Good luck getting unique normal maps made of all the hand-painted textures in the environment.

Better off doing it UE1 style where you just layer textures and place detail textures/decals on top to mask tiling and to help make parts of a map more diverse looking.

Yeah, I think Doom2016 fared a lot better in general than Rage or Wolfenstein did but it'll probably be a while before the true strength of the engine can be utilised.

I've actually been playing Unreal again and the shit they achieved is insane when compared to other games that era. The draw distances alone it could achieve is amazing. The detail textures were fucking amazing tech and it's sad that it's not really used anywhere else much.

Because I buil this pc at the start of this year and I said the specs are the same as the Potato Masher Pro, which is capable of 4K gaming and thus competes(in this comparison of course) not against the PS4 but against the PS4 Pro, which is $400, and can't do real 4K or 60 fps.
I'm not gonna say my pc can play any and all games at max settings 4K 60fps because it can't, but it sure performs better than the PS4 Pro in the games that are both on it and PC

You are lying or the culprit is software or user error. If you have hardware that can play GTAV you can play 4K videos without question because it is 10 times easier to display a 4K video than to play fucking GTAV.
