This could've easily been the ultimate SFII version, I mean how hard was it for them to include roms of all the arcade games to shut everyone up for their preferred version and include hyper SF so they can pit different versions of characters even if it breaks the game.

Only reason I guess they didn't do this is because people would demand online for any version and they'd segment the online playerbase in their own game.

I have to know, does Akuma still have his red fireball blockstun infinite in Ultra? I mean air fireball is already busted but you can't really fix that

The red fireball blockstun loop could be fixed by getting rid of the glitch where fireball recovery depends on the last normal you did rather than the button you used to throw the fireball, but I don't know if they did that or not.
