Mods existed when devs didn't want them too and will continue to do so. Over the years complacency meant that we got used to just going to a nexus, downloading something cool, slapping it in the data folder and away we went.
If devs go the route of paid mods with DRM to prevent modding, we all know how that stupid song and dance goes.
Group of avid modders start advocating piracy, work out ways around the mod DRM, and we go back to ye ol' days of editing .ini files to get mods to run.

There's a big market for the TES formula to be done better and no other franchise comes close to trying. Even witcher 3 is a totally different type of game in terms of gameplay.

An open world RPG with co-op? I can think...two-worlds? and even then it was neutered.
Is it just that hard? Do devs just chop multiplayer straight off the block the moment they put the words "open world" and "rpg" on the design document?
I guess MMOs count but they are their own beast, they don't have the same feeling.

They don't have to go the DRM route. Modders these days can only alter what isn't "locked".
For example, there's areas of the base radiant AI that modders simply couldn't touch in oblivion or skyrim because it's locked up.

It's because in a game like TES, there would be SOOO much info having to constantly pass over the network. For example, think of all those physics entities objects the player can pick up, take, interact with. Their positions need to be the same for all 4 players, so all that info having to be constantly synced over the net... and that's just one specific thing to deal with.
I'd guess we're only now getting to a point were debs can consider this kind of coop option.

A game studio I used to work for had a similar issue with a prototype game, it had lots of entities that would need to be updated asap for all 4 players. It was a total ballache for the programmers to get right without sacrificing gameplay to get right. I think in the end they actually scraped network play and went split screen only for MP.

I ran into one of the traveling merchants with the one guard usually with a brahmin behind them.
I talked to the merchant and I noticed he looked incredibly familiar, and I realized the merchant looked a lot like Todd. Is that an easter egg/joke the devs did and made on the traveling merchants look like staff or is it just Todd?
