Cozumel is an island separated from mainland Mexico so it's pretty nice. I've been there a few times. As a general rule any "tourist" destination is probably decent even if you were to go to say Nigeria because the people know their livelihood depends on people continuing to visit. As a result there's usually less crime (sometimes as a result of tighter policing and security) and it's cleaner.
