When you have a 80-100 hour game like Xenoblade or Breath of the Wild, cutscenes don't take up a majority of the playtime. A Movie game is a game where even the gameplay itself feels like watching a movie due to little input or influence by the player, AKA excessively scripted sequences and QTEs.
