Shandalar is the best for "old-school" Magic though. Nothing like starting your first turn by vomiting out playsets of lotuses and moxes, refilling your hand with Contract from Below, mind twisting your opponent's entire hand away, then dropping a Juggernaut to take em to pound town.

this is your answer right here. It was called Magic the Gathering, but everyone just calls it Shandalar because that is what the single player RPG component was called. It's abandonware, so it's easy to find online. Finding an added cards mod you like might be trickier, but if you just search on torrent sites you can find it with pre-configured cards added and already installed.

Yes, you can make decks and give assign the AI to use them outside of the singleplayer RPG, but the AI will probably have trouble with decks relying on specific combo you designed it around.

Download it and take a look. The single player RPG part is more fun than it has any right to. You go around the world dueling other people and you play for ante to collect more cards.

You're thinking of Vanguard which was at some point a Bushiroad and Konami collaboration. Still, for a relatively new game it seems to be doing well avoiding several pitfalls from its predecessors.
Plus, who doesn't want to a deck build focused on completing RPG game quests and challenges.

Outside of the single player RPG you can assemble any deck you want and assign any deck you want to an AI opponent if that's what you're looking for.

Inside the RPG, it's slow at the start but there are tricks to get the cards you want faster. Getting lucky with the ante and just buying from towns aren't the only way. I can go into it if you're really interested. Otherwise if you want you can always just cheat engine yourself a bunch of amulets and gold and the second you stumble across one of the random events that will let you trade for any card you can just buy whatever the fuck you want. Most of the fun is in the adventure and making progress though. If you just jump in and create a late game deck you're just going to steamroll absolutely everything and get bored.
