The train sim is a generally bad example, since the developer knows nobody buys all the DLC. The point is more that the base game provides the engine and main assets, then you buy bits and pieces because you like certain trains.

Better example would be pre-Ultimate Edition Payday 2, since loads of meta-defining weaponry is paywalled by DLC.
