How come Japanese video game designers designed levels in platformers to be completed from left to right (like Mario or Mega Man). Since the Japanese read from right to left, wouldn't it make more sense for their video game levels to be completed from right to left too?

Because the D-pad is on the left, and its more natural to move inward. Aslo L-R worked in earlier games so might as well just do it the same way.
