This is the worst part about it. When you quantify morality and make it a game mechanic, instead of a fluid consequence-based reaction to the context and narrative, you've already fucked up. Making it obvious is also a cardinal sin.

It always turn bad. It makes no fucking sense to have a number that you improve by giving coins to hobos in order to gain free kills on characters you don't like

The best way to make the player care for his choices is to make him feel the consequences, The Witcher series managed to do it well. After hours of gameplay you get reminded how your decisions have affected the world and other characters, and some of those hit like a truck

In theory if you had a game where you could kill civilians the world would react contextually, I.E. if you were weak-looking and relatively unknown the general population would straight up attack and kill the shit out of you. Notoriety goes hand-in-hand with Morality, because the latter can easily be manipulated (for better or worse, depending on who (You) are) depending on the former.
Again, Notoriety doesn't need to be numbers or a meter so you can look at it and say "Oh yeah in this city I can kill these civilians and get away with it without retribution". That shit's dumb. Dynamic gameplay should always be a gamble, it lets arrogant players know who they are.
Imagine a true RPG without manual saving or re-loads. I'd cream myself.

Stalker had this nailed with it's factions. And Call of Chernobyl's Dynamic Factions mod made it so they made alliances or wars independent of you, but you still held your own individual standing, allowing you to stay neutral or friendly with enough effort with faction enemies despite your alliegance.
