Do you think there is still value in using Pre Rendered backgrounds in games in this day and age?
There was always value to the idea because it looks pretty and is atmospheric, but we were entrusted as part of the future to make 3d games as involving as those stills were through use of stellar art direction. I think a lot of our games failed at that, with a few exceptions (SotC, FFXII, BotW)
yes, because prerendered will look better than realtime rendering, until technology progresses more

I think pre rendered backgrounds allow for an atmospheric quality that 3D can't imitate. Even if 3D can come to match it in detail and quality, it is not identical in artistic content. I hope some studio with talent and money in the future revitalizes the aesthetic.

Yeah. Genres that come to mind are wrpgs, point and click adventure games in the vein of Sanitarium or more recently Tormentum, isometric action-rpgs and obviously classic survival horror.
Basically genres where the environment is there to build atmosphere instead of being immediately interactive.

Yes and no, the room in your post is real time and still looks great, but some rooms definitely benefit from being prerendered

Yes because you can pump your entire polygon/shading/texture budget into a single photoreal human.
You could even just use photos for the backgrounds if you were good enough.
