How would you bring back worthwhile unlockable content for AAA games while considering development costs and profit margins?

Unlockable difficulty settings = players will put more time into the game = people are more eager to buy dlc.
The time needed to change the difficulty is much less than creating whole new content, but obviously it shouldn't just be changing numbers either.

By ensuring the base game is actually good and not obviously missing things that are then repackaged and sold as "add on DLC". Right now any company that had the balls, or creativity which would be a huge requirement, to do it would dominate in sales due to people actually getting a great product so being more willing to shell out for the next game and all it's DLCs.

If you give me more fun unlockables and modes then I'll be more tolerant of DLC. As it is now DLC is just a way to sell an incomplete game.
