I haven't played Horizon and probably won't for a long time but bullshit, I can't imagine anything to be worse than the combat in TR 2013. That shit was so fucking generic, mediocre and unsatisfying.

I'm playing it now, I'm not sure what you are expecting from a bow and arrow considering it's a cord and stick. You can aim and have varying level of draw power. What else do you want?
