How can it be strategic when there are only a certain number of viable demons you can use at any given challenge? SMT's strategy is just learning how the boss functions then fusing the highest level demons you can who can exploit its weakness or defend against attacks.

I don't think Last Remnant is challenging per se, it does discourage grinding which ENCOURAGES strategy, but it also hides a shit ton of information from you to in order to make building your characters needlessly difficult.
