There's two types of linearity, world linearity and the actual narrative and/or system linearity
Most open worlds have, well, open world but are actual as linear as corridors (AssCreed, Witcher, etc.) in terms of story and choices. It just takes you longer to go from A to B
Meanwhile, something like VtM:B is literally linear but is not linear in how you could play it

It's not an open world at all and is cut to sections, but more importantly there's only 1 activity to do in the world so it pretty much is just a "world map" rather than an "open world game".
The Tomb Raider reboot. Fun narative game, but it's not open world.
