Technically, any physical game you find in an arcade, like pinball, those baskeball games, those ones where you roll a ball into the hole, ect, can never be truly emulated.
Though that is a bit cheaty of me to mention.

You just need a SGB or SGB2 rom and a GB rom

The original Panzer Dragoon had a PC port that works decently well even on modern hardware. Audio required a few patches and It's missing a few levels IIRC.
