And it usually sucked, VA is an area where games have gotten much better imo.

the answer is the voice actors guild or whatever its called. They have a clause that says if you want to use a professional voice actor (and you do for a AAA game) you can ONLY use professional voice actors for your game. Furthermore, there are clauses for minimum amount of work done, IE read a single line, get paid for at least 6 hours of voice acting work, and the rates are pretty steep. This makes it much more financially viable to use a few voice actors for everything, rather than a ton of voice actors for a bunch of one liners. Ever notice how old games tend to have a few good voice actors and a ton of shitty ones? Yeah, cant do that anymore.
