Shenmue II was on Xbox (in America at least) because Sega had an 11-game exclusivity deal with Microsoft. The Xbox version took advantage of the hard drive and added graphical effects, but if they weren't in that deal they could've easily have made a PS2 version.

There are many multiplats where Gamecube had an advantage over PS2, and many devs knew the Gamecube was more powerful, but PS2 destroyed it in sales and the mini DVD format hindered storage. Factor-5 was at one point considering an Xbox-exclusive project because Gamecube was losing momentum and the PS2's specs were considered too shitty and a step down from GCN specs.

Like I said, because the game was built to Gamecube's specifications, taking advantage of where its strengths lie and avoided where its weaknesses were at. The game was literally spearheading the Capcom Five deal so you bet RE4 was tailored for the Gamecube. Just slapping a Gamecube "exclusive" onto a PS2 isn't going to produce good results. Sort of like how slapping Silent Hill 2 on Xbox isn't going to produce good, let alone accurate results either. This isn't even a brand favoring argument, it's just how it is when you try to port shit around.

It's usually the way with console generations, it's about the library, not power. Gameboy was an absolute shitter compared to the Lynx and Game Gear, but better games means it wrecked them
